- Funds may be used for either construction of bicycle transportation facilities and pedestrian walkways, or non-construction projects, such as transit research and development, surface transportation planning programs, and operational costs for traffic monitoring, management, and control. In California, STP funds are allocated to regions through the Regional Surface Transportation Program, and administered by Regional Transportation Planning Agencies (RTPAs).
