Planning/Design
The Upper Bijou Park Creek Restoration Project is a watershed-scale project seeking to address water quality & flooding issues in a phased approach to provide treatment for urban runoff in an approximately 850-acre watershed that discharges to Lake Tahoe via Ski Run Marina. The City completed Phase 1 in 2018 with the Knights Inn redevelopment, replacing the failing storm drain with new treatment basins and conveyance system. The City is currently finishing Phase 2 of the project (design), focused on the large upper watershed that includes 8 separate projects. Phase 3 (construction) begins with one of the projects, Rockwood to Blackwood, in May 2025. The other projects are currently unfunded.

01/06/2025 2:14 PM System SQWIC LTRA ask for FY26 includes "Upper Bijou Park Creek Phase 3e: 1) Ski Run Diversion ($1,800,000), 2) Needle Peak Localized Treatment ($280,000), 3) Shirley to Whole Foods ($230,000) for a total of $2,310,000. The TWIG LTRA ask for FY26 includes "Upper Bijou Park Creek Watershed Restoration Project (UBPC) Phase 3c - Osgood Basin Expansion ($300,000 for planning and $2,700,000 for implementation) for a total ask of $3,000,000. Adding both of these together results in the $5,310,000 request from LTRA included in the Financials.

The Rockwood to Blackwood portion of the project was awarded to the low bidder and is anticipated to begin construction in May 2025. The remainder of the projects are finalizing design and are awaiting funding for implementation.
